Health Reimburesment Arrangements (HRA's) have been around for many years under Section 105 of the IRS Code. As prices for health insurance have risen over the last decade, HRA offerings have grown in popularity and prevelance of offering. An HRA allows an employer to incorporate some aspects of self-insuring without the risks typically associated with self-insuring such as run-out claims, fiduciary responsibility, litigation and cash flow issues.
HRA plans enable an employer to purchase a higher deductible plan while maintaining features of a health insurance offering such as physicians and prescription copays.
